Trump Says the Iran Deal Is Done. Hormuz Reopens. But Iran Keeps the Keys to the Strait.

President Trump announced on Truth Social that a memorandum of understanding with Tehran has been “largely negotiated” — the Strait of Hormuz reopens, the US ends its port blockade, and a two-month window opens to talk about Iran’s nuclear program. Three senior Iranian officials confirmed the MoU to the New York Times. Pakistan’s army chief Field Marshal Asim Munir flew to Tehran for the second time in five weeks to close it. Hormuz oil flows had collapsed nearly 30% in Q1 — about 6 million barrels per day off the global market — so a deal sounds like relief.

Then Iran’s Fars news agency, the one tied to the IRGC, added a line the White House didn’t.

The Sentence That Changed the Story

Hormuz, Fars said, will remain under Iranian management.

That’s not a translation glitch. Iran created the Persian Gulf Strait Authority on May 5 — a permit-and-toll regime for every vessel transiting Hormuz, enforced by island checkpoints and multi-tiered clearance. Five Gulf states formally told shippers through the IMO not to comply. Now the deal that “reopens” the strait reportedly leaves that authority intact. A Trump ally told Fortune it “makes one wonder why the war started to begin with.” Senators Lindsey Graham and Roger Wicker called the terms a “nightmare for Israel” and pressed Trump to walk away.

But none of that is the part Indian motorists are paying for.

What Won’t Rewind at the Petrol Pump

Petrol in Delhi crossed Rs 99.51 on Saturday — the third hike in May, ₹5 in cumulative, several cities through Rs 100. Brent is at $104, up 60% in a year. The rupee just hit a record low of 95.43. India now sources crude from 40 countries via alternate routes because the 1.5-2 million barrels per day that used to come through Hormuz from Saudi, Iraq, Kuwait and UAE stopped coming through Hormuz. The Economic Times says full pre-war shipping volumes won’t return in 2026 — even if the deal holds, even if the tankers move.

The war’s ceasefire began April 8. The structural reroute did not pause for it.

Trump gets to announce peace. Iran gets to keep the toll booth. India gets to keep paying ₹100 a litre for fuel that no longer travels the route it used to. The deal closes one war. It opens the bill.
