Ranchi: Jharkhand-educated youths would be given preference in government jobs in Jharkhand now.
For all the competitive examinations of matriculation, inter and graduate level conducted by the Jharkhand Staff Selection Commission, only the main examination will be held.
The system of PT has been done away with. Candidates who are familiar with Jharkhandi tribal languages and are also familiar with local customs will get more opportunities at various levels in government jobs.
The cabinet approved the new appointment rules in Jharkhand on Thursday.
According to the new rules, the Jharkhand Staff Selection Commission will not conduct two separate examinations (preliminary and main) for appointment and will conduct only a single examination.
The first paper will be qualifying and it will be mandatory to get 30 percent marks in it, but its marks will not be added to the merit.
On the other hand, two paper will be of two tribal regional languages.
In the examination that will be taken for the state level appointment, 12 languages have been prescribed as the tribal regional language, in which 30 percent marks will have to be obtained.
At the same time, Paper 3 will be of general knowledge and even in this paper 30% marks will have to be scored.
That is, the candidates will have to get 30 percent marks separately in Paper 2 and Paper 3, only then will will pass.
The final merit list will be prepared by adding the marks of these papers, i.e. Paper 2 and Paper 3.
Preference will be given to the people who have passed Matriculation and Intermediate from Jharkhand.
According to another amendment, in the district-level appointments from Jharkhand Staff Selection Commission, the languages that have been prescribed district-wise will have to be selected under Paper 2.
In all, 27 proposals were okayed by the cabinet.
Approval was given to amend rules-7(1) and 7(7) of Jharkhand Secretariat Clerical Service Rules, 2010 constituted on 26 July 2010.
Under this, it will be mandatory to pass 10th, 12th / Intermediate from recognized educational institutions of Jharkhand. In this, this rule will be relaxed in the compassionate appointment and covered by the reservation policy of the state of Jharkhand. The minimum qualification for the appointment of lower class clerk will be graduation. But the State Government may reduce the minimum qualification in respect of 15% posts of Lower Division Clerk to be filled from Group “D” on the basis of limited departmental/competitive examination to be held from time to time.
Approval was given for the formation of “Jharkhand State Clerk/Clerk cum Typist/Typist/Other Clerical Service Cadre (Recruitment, Promotion and Other Conditions of Service) (Second Amendment) Rules-202”.
Approval was given for the formation of Jharkhand State Collectorate Clerical Cadre (Recruitment, Promotion and Other Conditions of Service) (Second Amendment) Rules-202E.
For the simplification of departmental examination, approval has been given for amendment in notification number-13755, dated 15 December 2012, issued under Rule-15 of Jharkhand Secretariat Clerical Service Cadre Rules, 2010.
